Yes, it will affect bases, so just let your base die.
Disclaimer: I do not actually know, if you let your base die and bases end up not being roll backed, it's your fault. Cheers.

probably wont play as much until after the roll back, they should snip this time period off quick, i feel i wont really get to do much testing until i can bother start buying ships and change ID's because of the changes to some of them now. not gonna even bother with all that work until after the roll back is complete...although i'm super happy we have 4.86 to have a go at, i feel the rp is on hold and we're in zombie disco until after this roll back goes through!

Well, gee, rollbacks generally go back to a specific date, undoing anything that had happened after that date.
So if you modify your base at all, yes, it will be affected.
A rollback is inevitable in this current state, and I recommend you do nothing but just RP away until it happen.

With that way of playing the testing period will take alot since people will not discover bugs and then others will cry that there still are alot of bugs.
Alot of activity is needed, take it another way: the best time to go and test everything you want since you will get the credits back.
