If you have played the game Mercenaries: Playground of Destruction the concept came form that game.
First a house takes the concept. Liberty would fit since Liberty has the most or Bretonia if they get more attention. If they do imagine the large population there.
The bounty board lists from least to greatest. From the 2 of Diamonds to the Ace of Spades. Each with increasing value.
Ranked on what they do or did and how many times did they comitted a crime.
Its most likely gona be very expenisve for the house an alot of work
List made of,
Buisnessmen (Smugglers, Drug Runners, Slavers, That Kind)
Pirates
Terrorists
Convicts
Ex-Generals (522, HF, etc)
Example:
Ace of Spades: [Phantom]Hellbound
250,000,000

@ mjolnir, me thinks the 500 milions bounty on "day of thunder" was some kind of event organized by an admin. Since before that bounty I never EVER heard about such guy.
