I think that there should be certain NPC bases where players can purchase cloaks and jumpdrives instead of just POBs
Anyone agree?

For now, no, it would be a bad idea, especially with unlimited money; you could have trollcaps jumping all over the place and cloaking because of that. However, if the PoBs were to be removed for good, then it could be a good alternatives. But to make up for the easy access, the stations in question shouldbe difficult to reach, e.g guard system and minefield around it.

a) People who already got them through hard work will be treated unfair
b) Major purpose of PoB won't exist any more
c) Which price should be put?

That would require increasing the price of those items, meaning they'd add significant value to ship wealth, which would likely put many battleships with high-end cap armour over the 2 billion limit.
Congratulations, your idea just corrupted probably a quarter of the battleships on Discovery!

if you want, you can create these things in a friend base. but look in player base guide if you are ready.
player base guide is in help and support section. if you want build one after beta period why not.
