Okay... I was looking at the restart command prompts and saw '/restart nomad' command - i tried it and, to my experience, I am a full nomad rep and such and can buy nomad equipment and stuff like that form its kind. So my question is: Are Nomad ID's open for public?

Yes they are, and have been for a while now actually, which is nice.
You are though restricted to the Omicrons, and you cannot fly anything larger than a Gunboat.
You will need to join the Khara if you wish to venture out beyond, or use bigger ships.
