There's no imbalance. (even if there were it serves good the way it is.)

yes. There are quite enough lawfuls as it stands now.

In my opinion, there are more lawfuls than unlawfuls...Only thing is...They are all in New York.
You only get Gunboat+ anywhere else.

There's no lack of lawfuls outside of NY. For example there's RM and RFP, RepEx in Rheinland - QCRF, BPA, Gateway, Bowex in Bretonia - KNF, KSP, GMG in Kusari. Then there's all of the inde traders floating around. The TAZ (Zoners) in Baffin. The list can get pretty big.
The only problem is activity. It's all peaks and troughs.
Which is a shame, as all those areas are much more interesting than NY.

Imbalance? Try me (alone) in NY with 10+ fighters on me... Then a cruiser and two gunboats come to help, I call in some help, a battleship or two comes, and they cry because we "didn't play fair". Most unlawfuls you'll find are in stuff smaller than gunboats... Why there are so many lawful caps, I have no clue...

Lately I've noticed more unlawfuls then lawfuls even in liberty. But... that might be because we have an outcast dreadnought and cruiser OORP camping in newyork... and attacking everything in sight.

I find playing an unlawful is more satisfying, much more latitude to do as you please,but that said I don't experience a shortfall of lawfuls any time I'm playing my pirates.
