This is the current, ongoing set of containment and operational procedures involving handling of Exogen incidents, encounters, and exposure as part of normal section 9 operations. Agents should refer to these procedures to brief crews conducting counter-Exogen operations.

These procedures are to be subdivided into procedures surrounding:

It is important to know that these are considered standard operating procedures. In the event of a major, unanticipated incident which falls outside the general context of what is considered "normal levels of activity" (such as a high-level infestation, major invasion, or [REDACTED]), appropriate plans will be initiated and the ones listed here will be temporarily modified or suspended.

Species-wide existential if left unchecked.
Limited espionage/commando-level military threat under 'normal' conditions.

The Exogens are assumed to be the second largest and most immediate existential threat facing Sirius today. They are capable of assuming biological and mental control over any humans which have not been subjected to extreme cybernetic, genetic, or archanosomatic modification. They are capable of both direct control and memetic influence via archanotelepathic properties which manipulate alpha-level brainwaves. The exact extent of this manipulation is variable depending on the physical and mental characteristics of the individual being manipulated.*

The Exogens possess large, powerful organic constructs which are analogous to human military spacecraft in function. They have been given code-names which correspond to their apparent tactical purpose. There is high organic variance between the individual subtypes. The Exogens have also possessed significant numbers of trained military personnel and acquired sizable numbers of military, pirate, and commercial warships. Of primary concern are tactical vessels of the Rheinwehr and the former personal guard of former governor Tekagi.

The primary base of operations of the Exogens near Kusari is the TOHOKU PLANETARY ARCH in the TOHOKU System. The Battleship SADO has been stationed there with the primary objectives of enforcing the cover-up and monitoring build-up of enemy forces. The Arch was designed primarily as [DATA EXPUNGED] and therefore has limited fleet supply capability. The largest human-built vessels known to be in based Exogen possession are of Heavy Cruiser class.**

The TOHOKU system has a known jump hole link to the [REDACTED] system, which is known to be a route to [REDACTED] from which additional large Exogen entities can travel. Because of this, any abnormal concentration of Exogen vessels, or sighting of any vessel larger than [DATA EXPUNGED] is to prompt activation of [DATA EXPUNGED] and upgrading of OPLAN-YNE7754-IK to OPLAN-YNE3763-KL.

As of revision #[REDACTED] of this article, the primary nature of Exogen activity has been interception of ships passing through the TOHOKU system, incursions into surrounding regions, commando raids, attempts at subverting pilots of the Blood Dragons, Golden Chrysanthemums, and Low-level naval personnel, and [REDACTED]. Following the clean-up after Admiral Nagata's escape, infestation levels within the Naval Forces and government are currently within tolerable levels.

Communication via a single infestation-proof intermediary is to remain to co-ordinate counter-Order operations.

Factors have already been met, and can be considered to be the existence of the exogen species as a whole.

For historical context, OPLAN-YNE7754-IK's progenitor operations were begun by Section 12 after the revelation of the existence of the Exogens. The information was passed to the Kempeitai via a mole within the Kriegsmarine, and verified by subsequent reports from field agents. By this point, governor Tekagi was already fully infested, as were the commanders of the 37th Naval Task force guarding Heavens' Gate. A joint Order/Blood Dragon operation was conducted which killed Tekagi before Section-12 could react.

Subsequent Kempeitai agencies including Section-14, Section-10, Doku Hebi squadron, Surujin wing, and Section 9 had varying operational plans to deal with the Exogens. The primary reason for the dissolution of Sections-14 through 10 and the summary termination of their agents by Section-9's progenitors was a pre-emptive response to suspected Exogen Infiltration.

There are three general scenarios which constitute "standard operating procedure". These include:

1. Nullification of Exogen entities or controlled spacecraft.
   
2. Containment of critical personnel infestation.
   
3. Recovery and Disposal of active Exogen technology.
   

These procedures will be responded to by appropriate means befitting their nature and will operationally overlap. Understanding each is essential. The general personality and nature of the exogens based in TOHOKU is significantly different then those previously observed in Rheinland and the Omega border region. The Rheinland cell is much more aggressive and better equipped and positioned to cause chaos, while the Kusari cell is in a situation where it has significantly less strategic and force projection capability and influence in key defense nodes. This makes them less dangerous from a direct combat perspective and much easier to cover up, but it also makes their activities harder to detect and counter directly.

WHEN DEALING WITH EXOGEN SPACECRAFT: Exogen ships typically possess anomalous high technology, and pose a major threat to civilian shipping or first responders if they attack. They possess significant tactical advantages in their possession of highly efficient cloaking technology, advanced weaponry, archanotelepathic communication, and dramatic advantages in individual pilot skill. This is offset by their very small numbers, lack of an industrial base, and general lack of long-range force projection, supply, and logistical capacity. They must rely on infesting pilots and ships one-by-one, or shipments of supplies from their Rheinland brethren for spare parts, fuel, and basic commodities necessary to support their human built infrastructure.

Live exogen entities do not have this drawback, and are primarily limited by physical distance from what is assumed to be their home bases, the limited capability of human-built technology to properly sustain them, and Kusari's dense defense infrastructure.

Tactical circumstances differ in each situation. If the exogens are actively trying to conceal their presence, play along. Do not risk compromise or exposure, but the priority is not to kill but to keep them out of sight and force them to return to TOHOKU and avoid contact with Civilians, Military, or otherwise untrained personnel. Attempt to determine their intentions. Do not engage unless you have significant backup and numerical superiority, or [REDACTED].

If exogens are actively attacking Civilian, Naval Forces, or Police ships or personnel, intervene only if victory is assured, or if critical personnel are threatened. Allowing the exogens to kill low-rank pilots will greatly aid cover-ups. However, ensure the vessels' black boxes are reported. The attack will be officially blamed on Blood Dragon, Golden Chrysanthemum, Farmers' Alliance, or Kogenist Exile forces as the situation dictates. Any pilots who escape are to be tracked down and detained in preparation for termination.

If exogens are actively attacking Blood Dragon or Golden Chrysanthemum forces, remain outside the battle and observe. Circumstances dictated by the prior entry are to be followed. If threatened by Exogen contacts, or of the engagement appears to be concluding, withdraw with the information collected. If forced into confrontation, you are to assist the BloodDragon/Chrysanthemum forces.

If Order forces are present, alone or in any of the above scenarios, observe the scenario from a safe distance. Avoid revealing your presence to the Order forces. If you are forced or ordered into an engagement, destroy the Order forces first.

If [REDACTED] is present, do not engage under any circumstances and allow her to continue unimpeded. If [REDACTED] is neutralized during the engagement, assume previous protocols as the circumstances dictate only when [REDACTED] is no longer actively communicating. If [DATA EXPUNGED], IMMEDIATELY RETURN TO BASE, BROADCAST [DATA EXPUNGED] HAS OCCURRED, UNENCRYPTED, ON ALL FREQUENCIES IF YOUR DEATH IS IMMANENT, OPLAN-4M3-LL11000 IS TO BE ACTIVATED IMMEDIATELY.

WHEN DEALING WITH COMPROMISED PERSONNEL: The process by which the exogens control human beings* is complicated, not fully understood, and completely irreversible by current conventional scientific means without the death of the host.*** Their control is complete, and they can fully duplicate the personality, speech, habits, and knowledge of the host. Current research suggest that their archanotelepathic capabilities are sufficient to allow direct transfer of information between individual exogen entities. The full extent of these capabilities has yet to be determined, but it will be assumed to be instantaneous and complete. For this reason, infested personnel in key positions must be dealt with quickly.

The current priority for processing compromised individuals is as follows.****

• Members of Kempeitai-influenced secret societies & agencies
  
• Ranking members of domestic corporations
  
• Members of Parliament

Standard operating procedure is to terminate any compromised personnel immediately, unless [DATA EXPUNGED]. The method of their removal depends on the circumstances of their nature. They should not be handled by State Police or Naval Forces personnel directly, but should be recovered by Section 9 or Tokketai agents and terminated as quickly as possible. Any remains are to be taken to [REDACTED] for a full Necropsy. If this is not possible, remains should be considered Level-[REDACTED] hazardous waste and disposed of by the most expedient means possible.

An immediate investigation should be conducted as soon as a compromised individual is identified. Primary objectives are to trace family members, colleagues, and anyone the individual would have had contact with. They are to be interrogated, observed, and if any direct physical contact has occurred, terminated. Financial transactions, comm records, and any and all security camera footage is to be recovered and scrutinized.

If the compromised individual realizes he is being tracked and attempts flight, they are to be immediately placed in the Kusari Criminal Database under the false premise of unrelated crimes, their bank accounts are to be frozen, and they are to be tracked down and killed. A bounty may be placed on their head under certain circumstances, only payable to individuals and groups deemed to be trustworthy.

WHEN DEALING WITH ANOMALOUS MATERIALS: Exogen technology has been observed to pose a variety of biological, chemical, memetic, and archano-specific hazards in the past. The inherent unpredictability of these effects and difficulty of containing them make special procedures for containment and study necessary. There are three main classifications of exogen material:

• Xenoarchanobiological detritus
  
• Active schematic technological creations
  
• Inactive/Dead Artifacts
  

The former is represented predominantly by the archanocrystalloid remains of exogens and their natively-constructed spacecraft. The composition is [DATA EXPUNGED] and should be treated as a Class-12 hazardous material. It is to be kept isolated in a Hazmat container with a constant anti-gravity field and total vacuum. There have been verifiable examples in the past of interaction between seemingly 'dead' exogen biology and human technology. [REDACTED] can be extracted from [DATA EXPUNGED] and used for [DATA EXPUNGED] manufacture, aboard [DATA EXPUNGED], although they are of somewhat inferior performance to those in use by the Exogens. Usable materials should be processed for this end purpose, unless they possess anomalous properties which preclude this, or are required for other testing.

"Schematic" objects are those with physical form which obey conventional (non-arcane, flat R-state) physics and include a variety of ship weapons, power cells, active artifacts, and other objects who's purpose varies. Any object which is of exogen origin or is purported to exhibit anomalous properties is to be promptly recovered and taken to [REDACTED] for storage and study. If any traces of Xenoarchanobiological exogen material are detected, standard Class-12 containment procedures apply. Otherwise, assume Class-8 procedures unless circumstances dictate otherwise.

Inactive artifacts are generally considered "Safe" or otherwise non-functional for the most part. However, given the variety and number that are passed to market, the Artifact trade is to be monitored via direct observation and deals with the Hogosha and Corsairs. If any potentially dangerous artifacts are detected, the above two circumstances apply. If any potential Memetic effects are imposed by the artifact(s) in question on any outside personnel, they are to be summarily terminated.

It should be noted that both the Exogens and the Order will stop at nothing to prevent our recovery and study of exogen artifacts and technology. Due to [DATA EXPUNGED], open conflict with the Order is preferable to loss of research of these artifacts. The Order are unaware of [DATA EXPUNGED] or their response to it would be extremely obvious.

If Naval Forces or Police personnel not affiliated with Section 9, or Civilians, take possession of exogen objects, they are to be instructed to deposit them on [REDACTED]. If they fail to comply, they are to be arrested and terminated quickly.


Should any unanticipated exogen activity take place outside the guidelines established here, OPLAN-YNE3763-KL or OPLAN-YNX4000-KL will be activated and will supplant or ameliorate these operational procedures.
