Player bases can be upgraded so that they have weapons platforms, which are in effect the same as station turrets.
Here is a guide, i think it might be a bit outdated but the basic concepts are still the same.

You destroy as many existing modules as you want (if you don't have empty module slots), and you replace them with Defense Modules. Those spawn the weapon platforms. See this particular part:

There are no such turrets that can be mounted on player bases.
