Recently, one of our Membres had a hostile encounter with an organization that appears Kusarian in origin. Since we are not entirely familiar with all of the fringe groups that your society possesses, we are turning to you for information. It is unfortunate, but we only have a recording of the communications preceding the hostilities. We hope that this is enough to discover whom and what we are dealing with.

Konnichi wa Picard-san,
I have looked over the visual data you have sent us and determined that those vessels are indeed of Kusari origin. In these parts they are known as the Blood Dragons. They are the largest terrorist organization in Kusari today. We have some problems with them in Kusari. They on occasions pirate or destroy Kusari lawfull transport convoys, Samura convoys included. I can say that they have a long history of disturbing civilians and sometimes killing them. Extra caution is advised when encountering them.
We however pay good price for any of those terrorists taken out. If you are willing you could dispose the of their lives and claim a hefty bounty on their heads in our office on Shinjuku Station in New Tokyo. If you are willing to help us get rid of this Kusari problem you know how to reach me.

Monsieur Nagamoto, I thank you for your reply. The information you have provided is most enlightening. We will surely be cautious in their presence; especially as of late they seem to be seeking out our Membres with hostile intentions. If we are forced to eliminate them we will file the matter appropriately with your claims board.
