Been away for a bit, question about Gallia - Gytrash - 02-06-2015

So I was flying around Sirius and noticed there's all these raw materials selling for buttloads all over the place, and at least some of them seem to originate from Gallia.

My question is, seeing as the lore for Gallia is, unless it's changed, that they pretty much exhausted the raw materials of their home systems building up a stupidly large capship fleet why are they selling off minerals instead of frantically trying to import them?

Isn't premium scrap pretty much prebuilt chunks of ships that can be shoved into place with little effort?
