Can a Junker tax (he want mey cargo) me in Sigma-13 and in Tau-23? In the sirus map stay that junkers dont exist in the both sytems, because Role Play .

It is in their ID as per following :

Longs story short, yes they can, whenever they like , if you're not in house space.

What Mr. nOmnomnOm is saying here, if you get caught by a pirate, make sure to watch out cause not everyone is kind enough to let you pass if you got bribed once.
