Armored Transport: Not purchasable by unlawful factions - Alestone - 12-08-2015
According to FLStat, the "Pelican" Armored Transport is only available at the following locations:
Stuttgart: Planet Baden Baden - Orbital Spa & Cruise
Cortez: Planet Curacao - Orbital Spa & Cruise
New London: Planet New London - Bretonia Police Authority
Minnesota: Saint Paul Base - Universal Shipping
I would like to recommend that they be made available on Bering: Freeport 2 - Zoner, replacing the Kingfisher.
The Kingfisher is available at Sigma-13: Newport Station, which is a Freelancer base, so distribution would not be hurt significantly.

What stops you from buying the ship with a FL ID, then grabbing a doublebribe?
Or even easier- asking someone in Conn to sling you an ID from the restart?

I believe the recruit ID ingame would be the best bet, use the Faction Restart, buy the recruit ID, fly to the ship, get the ship, fly back, pick up the proper faction ID
