Because the ID doesn't list it in the ZOI. It makes the game less interesting than I was expecting during the San Diego clashes. For some reason it's really hard to get encircled by LN dreads before I enter Liberty.

I think the holiday update contains that change. But not sure.

The event ended with the Libertonian forces pushing out the Gallic.
The reinforcements of the Libertonians didn't arrive in time and thus allowed the Gallic to blow up San Diego.
They then arrived and destroyed that Gallic Battleship, however it was called.
This is the inRP version at least. Most probably know that it didn't go so well ingame.
So the Gallic are back at the last level although San Diego is now nothing more than a monument to Liberties most skilled pilots.

There is no event anymore. And they do matter but the event esplicitly added the combat area to the Gallic Royal Navy ID for the duration of the event.

For now it won't be, but it'll be added eventually.

That's because devs don't have a say in IDs, so zoi updates don't correlate with patches. The addition of California to the GRN ID is something that's sorely needed in my opinion but it would have to be implemented by the admins.

or you know, the GRN can go beat up Bretiona and secure Leeds before attempting to bite off more than they can chew
also the LN ZOI overlaps in many other area's besides Cali, so you can't argue its for the pew's, its time for Gallia to Die and where better to start than with Liberty stomping them
