Contact RFP (Rheinland Federal Police) before attempting that route. They, in roleplay, restrict export of Blue Jillies and fine you for that.

Yes, it is sort of legal, with the exception that RFP and any Rheinland law enforcement can apply penalties to you if found transporting Blue Jillies without authorization, like Fluff said above me.
