Since Zoner Colony Ships SHOULD be roleplayed as exploration/mobile mini freeports should they have the ability to enforce a NFZ around them?

no, player vessels are not Freeports and therefor not covered by the Laws of the Confederation of Freeports

If you would add that by rules, you would essentially be allowing Zoner Battleships to crash any fight they want.

They have 22 turrets of neutrality, right? Just enforce an NFZ around your ship if you feel like it. Just don't expect it to be represented in the confederation laws or something.

The problem is that he cannot "enforce" it. He cannot just engage people fighting around him.

I agree, and lets throw out Liberties Laws, Rhinelands, and the rest of them, lets just have a PvP server because that is obviously all anyone wants

They can exercise their ability to enforce an NFZ around themselves, and I'll excercise my ability to shoot them when they tell me I can't conduct my business around them because they think they have special status.
In short, nah this isn't a good idea. Could also be abused as an excuse to pvp under the Zoner ID.
