Bribes are dependent on your reputation, having two boxes on the negative
side will get you a triple 10x faster than two boxes on the positive side on the Zoner rep

I do believe you can also get one in Gran Carina, which may or may not be easier for you. In fact, I do believe I've heard of a quadruple bribe from Gran Carina (One from a BHG, One from a Corsair, One from a Zoner that isn't the bartender, one from the bar tender).

Fly past Yoda's or Jinx's Zoner Guard ships first before you attempt to get the bribe.

A little late but it may still be helpful. I was told the easiest way to get the triple Zoner bribe a few days ago while trying to get Zoner Guard.
What i did was this:
Go to Gran Canaria with Zoner rep below half but not hostile (Unless the last place you landed was on the planet in which case you can get destroyed to get back on the planet).
Then keep switching character until the bartender offers a Zoner Bribe (Launching or Switching is the only way to change what he offers)
Then keep switching between the Bar and the Equipment Dealer, or any other location on the planet, this will change the bribes offered by the other people in the bar but not the Bartender. Repeat this step untill there are 3 Zoner Bribes.
Note that finding zoner bribes is easier if you are green with the Bounty Hunters and Corsairs as you won't get their bribes.
