I just want to test some things, like commerce routes, and things like that.

You have the single player console available to you. You can use help to get some basic commands.
If you want server commands you should be able to host a lan server.

Ok, i already found them, decided to buy a outcast dreadnought and destroy everything around that passed nearby to manhattan. It was fun to test the power of one of those.
And sadly i have found that the phantom ships aren't available anymore :c

Use an old version of FL to get those.
