... lane traffic detector like the one Police have, but it would detect only ships using nomad lanes in Nomad systems.

They have lanes in one system which are almost certainly never used by anyone but the squids themselves. Have you seen the server pop lately? Nobody is going to waste time gallivanting around in Iota.

A Nomad scanner would be more useful. While what you proposed might make sense, @Durandal is quite right when he says that relatively few people actually travel Iota besides Nomads. Point and case: Give us a Nomad Scanner, rather.

More Nomad Tech would be nice. Perhaps a Cloak disrupter if possible as atm we need Wild to stop cloaking battleships.
