This happened completely unintentional while I was mining in the Nagano system.

As for your concerns about the base, I wouldn't worry too much about it. Shiojiri (at least I'm assuming that's the PoB you're referencing here) will be fine if it gets accidentally hit. PoBs near or in mining fields have to deal with that type of stuff everyday.
If you do feel the need to directly apologize, you can PM @Samura Heavy Industries, the faction of whom own the base.
But honestly, I wouldn't let it phase you too much
