Forgive me for not knowing your name, its been sometime since i had dealings with the Liberty Police. Please let me introduce myself, i am Commodore Jonathan Kalh and Commanding Officer of the 5th|LNS-Amenhotep "Osiris" Class Battleship. I wish i could contact you on more "easier" times but as im sure you are aware there has been a surge of crime rate within Liberty and its becoming quite a nuisance. Now i have tried my best to stop the Smugglers and dealing with the rogue problem as well but i am at a disadvantage. You see, the Liberty Police Inc has access to "TLAGSNET" and its ability to stop suspects from docking on our bases. Its very useful and i was hoping you would be willing to work something out in order to have your Techs install this feature on the Amenhotep. It would prove most useful against the criminals of Liberty and i dont think they would expect it coming from a Naval Warship. I have to be honest here i dont see why this sort of tech was not shared between us. As we are the ones who keep the peace in Liberty.

Such a request is a huge surprise to me. I've never heard of the Naval.. eh Navy forces seeing the need of obtaining such technology to assist them against smugglers.
Maybe it's just a matter of lacking numbers, you may give information about smugglers to us so we can send additional wings to your support in the future as just giving a single warship access to this network appears to be highly ineffective.

The issue of them expecting of our own vessels being able to stop them never bothered us. The majority of the smugglers keeps being foolish and tries their luck.

Technically it is possible to install such technology on every ship but I honestly doubt at the moment that after I cleaned up the Police a bit there is a honest need to give out this technology.

You may try to convince me though.

Chief Mori, i do agree this request is a tad strange and i dont mean to cause any trouble for you or your department but the thing is, i keep running into smugglers on my daily patrol and sometimes i'm able to jail or fine them. But Most of the time i'm at a significant disadvantage. When i'm tasked with the defense of Manhattan i often see things that i just dont have the power to control. I have countless video Evidence of Smugglers failing to obey Lawful orders only to make it to a landing pad on Manhattan because i was not able to restrict their permissions in the first place... I'm asking you to take a step in my shoes... You're charged with the well being of Liberties Capital Planet, and you cant even stop mere smugglers from docking... its rather... frustrating. Ill often position the Amenhotep near the docking rings to try and fend them off but... i cant do much.

Kon'nichiwa Kalh-san,

my apologizes for the delayed response on this matter.
While I fully understand your current position and feelings there are still some things that bother me.
It may be true that you fail to catch smugglers due to the lack of access to the docking modules of the lawful stations in Liberty space but why did you never sent us evidence of the countless smugglers who escaped? It would be an easy thing for us to track down their cargo planetside and by this catch their contactmen. Smugglers, despite them being a disgusting bunch in general, are pretty useful. They lead us straight to the blackmarkets on the surface of our planets and once they aren't of any use anymore we can just pin them down with the evidence we collected over time. Better let them run here and there and send evidence to us, Kalh.

Chief Mori, Concerning your question about me sending reports to LPI, the thing is i have tried, and yes while some have been caught most have not. Im not faulting your administration but your previous Cheif was not all to concerned with my reports. Things do tend to "slip through the crack". Perhaps i can explain this to you in another aspect? If we work together as we are meant to regardless, we can achieve higher capture rates, and more profits as well. Fining Criminals is both needed by justice and it helps our departments get more resources to fight more effectively. If approved to have your techs install TLAGSNET i will ensure a high percentage of 80 Percent of all fines made by the Amenhotep be given to the LPI Treasury. Yes i said 80 Percent. Your Department will also receive a one time payment of 500 Million Credits for the installation as to cover any cost's to your department for labor, and any credits that are left over will be yours to keep. I wish for Liberty to be protected with as many assets as we can. I see no loss here at all, Criminals get more pounding, LPI Department makes more profit in turn means your budget can go farther for more special projects if any are planned. Please work with me Chief Mori.

Kon'nichiwa Kalh-san,

After thoroughly considering your offer we decided to deny it. You will not be granted access to the "TLAGSNET" network.
Trying to pull off buying us after running out of reasons is a cheap move. The performance of you we saw lately is inefficient as well, giving you access to the network wouldn't benefit us in any significant way disregarding the weak money boost offered. The amount of time you and your Osiris-class spend around elsewhere but the warfront is another point which made us disagree with your request.
Even more of a surprise is the lack of escort wings which could easily deal with any smuggler crossing your paths.

If you cannot gather yourself wingmen in the 5th Fleet you may wonder why this is the case.
This is my final word on this matter.

So im "buying" you? Alright, i see the LPI has not changed at all. you claim my performance is bad? At least i don't let Lane Hackers escape. Where my Osiris goes is none of your concern, she has been to the war front but given LPI's inability to protect our own Capital, things needed to change. This might be your "final word on the matter" But i will still try to do your job and mine. I'm Extremely disappointed, tho i should not have put hope in the Liberty Police. I guess if you want something done, do it yourself.
