I Motoko Susubo Commander and Chief Researcher for Abh Research Group aboard the Goddess Shizuha respectfully engage in parley for permission to use your gates and lanes with in you space for our Capital research vessels. Both the Goddess Shizuha and Goddess Izanami are armed with automated defense system that are programed to only fire when hostel action have been detected against the vessel . These systems can be overridden by only the OIC of each vessel to suspend fire. We carry crew, civilian pilots, and scientists. Along with the personnel mentioned we been refitted with Research, Survey, Recon, and Medical Modules. Both Vessel do not carry jump or cloaking devices.
We are looking to only shorten our travels by using the gates and lanes to facilitate quicker travel to the lower Omicrons and Omegas. The occasional use of stations on your outer boundary for resupply also be in consideration.

If you wish to travel across Rheinland with your carrier, the next requirements must be met:
a) Both vessels Goddess Shizuha and the Goddess Izanami will possess no weaponry. It is to be dismounted before arriving to Rheinland space and may be mounted again outside our sovereign space.
b) Any and all escort pilots that do not belong to the Militär will be transported in a separate vessel.
c) A fine of 5 million SC is to be paid to the Rheinland Militär's bank account [RM]Bonus.Bank in order to cover the costs of fuel and salary of the escorts.
d) You are to travel through Rheinland without breaks until you've left sovereign space.
As you may realize, escorts that don't belong to the Rheinland Militär or Rheinland Federal Police won't be permitted.
Failure to meet any of these conditions will mean inmediate and permanent denial to your request.
Should you comply, you are to follow the route designed by the officer in charge of the mission.
Additionally, if you wish to use this ship for trade at a later point, please adress the Bundestag with your request.

Captain Liam Engel the Dismounting of weapon are none starter. we can power them down but the dismounting of is out of the question. To remount weaponry, as you should know being a Captain of a battleship, requires a ship yard to remount weaponry of that size and number. I for one am not going to travel the outer rim looking for Shipwrights and in the mean time leaving my crew and civilians aboard with out protection of any kind. I am sure you could appreciate the gravity of this situation. You, Me, and any commanding officer of a vessel would never agree to such a demand. A escort I have no problem with the fee neither but to unable the self defense of my vessel even under escort paints a giant target on our back for anyone wanting to score a kill.
I hope we can come to a more mutual agreement on this matter. this contact is for the special licensing permit afforded by your police forces and we are accustom to paying fees for any licensing granted by system forces.

Commander Susubo, I think I wasn't clear enough in my last transmission. You want to travel around in Rheinland space gut but we make the rules since it is our job the keep things safe. You as a individual of a research group want to enter Rheinland with two capital vessels class ship, we can't take any risk that one of Rheinland's citizens or someone else of the Houses of Sirius will be harmed. If you wanted to contact the Rheinland Federal Police why did you contact the Rheinland Military and wasting my time with your arguments. If you made a mistake at directing your message to the right place I think you should redirect it, however I already mentioned under which circumstances we will grant you the access to enter Rheinland any attempt to enter Rheinland without our permission will be honored with lethal force and destruction of your vessels.

Sorry to see you are unaware of the steps with in your own system. There was not a misdirecting of the message. i can not help you are not aware how special licensing for capital ships work with in you own system. i suggest you check with in you own government agencies and get on the same page. generally these decisions are made by higher up and not left at the discretion of a "captain" with the diplomacy of a gunners mate.

And votes of the representatives are what constitute the final decision. Simple as that.
Maybe if you will get in touch or cooperation with mentioned business or law enforcing organizations, you will be able to reach different result if you decide to submit your request again later, since your organization may be considered differently by at least some of the Bundestag representatives.
