Admiral Sterr Driedrik,

Kusari Naval Forces Admiralty, as you can imagine, is quite concerned by this sudden war declaration against Gas Miner Guild. We can only hope now this conflict won't have terrible consequences for House Rheinland, like the Eighty years war did.

The situation of the Guild is quite unique. History taught us the effectiveness of Gas Miner Guild guerilla strategies, retreating to House Kusari space as soon as Rheinland Military was in position to strike back, thus avoiding any retaliation.
Therefore, if the Guild paramilitary intends to use the same strategy, defeating the Guild might be quite difficult as long as the two great Houses don't act together.

House Kusari's political situation is quite troubled, as you probably heard; Kishiro Keiretsu has strong economic ties with Gas Miner Guild, while Samura Keiretsu would be content with either absorbing or crushing that competitor. Those conflicting interests lead to the current neutral stance followed by House Kusari regarding this conflict.
In that regard, House Kusari will keep considering Gas Miner Guild members as foreign civilians, civilians Kusari Naval Forces and Kusari State Police are expected to protect in House Kusari sovereign space.

Therefore, the Naval Forces Admiralty would like to respectfully make clear the cooperative treaty between Rheinland Military and Kusari Naval Forces is not to be used as a way to target Gas Miner Guild assets in House Kusari sovereign space, namely Honshu system.

Speaking of this treaty, you may be aware a Naval Forces battle-group has been sent to Frankfurt system to assess the situation following this attack against Fulda border station. It appears House Rheinland laws have been recently updated, limiting Kusari Naval Forces access to Frankfurt system to Cruiser class and below. Assuming this decision is final, we would like to apologize for the presence of Battle-cruiser Shirayuki.

Amending the treaty would probably be wiser to avoid any ambiguity, as it only prevents Battleships from entering foreign sovereign territory. Informing House Kusari government of unilateral changes in the future might be beneficial as well, to avoid situations such as these.

Lastly, the Admiralty wishes to increase cooperation with Rheinland Military in these troubled times, in order to guarantee the safety of both Rheinland and Kusari civilians through this conflict.

Since the main trade route between House Kusari and House Rheinland is disturbed, the Ministry of Defense has ordered Kusari Naval Forces to secure an alternate trade route for key traffic between our two great Houses. Kusari Naval Forces have identified a straight forward route through Sigma 21 and Sigma 15 systems, and intend to protect the trade corridor in Sigma 21 system. We do hope Rheinland Military will agree to guarantee traffic safety in Sigma 15 system, so that economic ties between our two great Houses wouldn't suffer from the conflict.

We certainly have more to discuss. This channel will remain open so that we can maintain communications in these troubled times.
