I accidentally found this and it seems to work every time. I even took a video in case my explanation does not cut it.
Basically you just Thrust away, toggle EK on and then turn to face the NPCs and they give up the chase. Pretty simple.

heh, this isnt exactly new, order pilots have been using this tactic to get away from massive zergs of nomad and bounty hunter npcs for a long while now =P

I tried it more than once. Yesterday and today. Well, it's pretty easy to verify. If it does not work then back to old thrusting away until 1,5k thing.

It is not so much of a bug really, they just can't catch up without cruising, and that's against rules it seems.:P
And yes, it works every time, and is damn useful.

If you EK and face them they wont use their thrusters to catch up, so they drop back pretty fast.
It can be used in combat missions too. Thrust away, EK then tap the thruster to drop your speed to about 60. They will close slowly, giving you time to drop mines and blast away at them...

EK = Engine Kill, with your Z key.

It seems if the NPC's use cruise to catch you, the next day you find a sanction thread entitled "Player Banned: NPC Nomad Patrol Theta 6" and then inside Fellow Hoodlum has posted "We warned you but you didn't listen!"
:P.
Anyway, i found that out aswell:D.
