Introduction.

The Wolves of Sirius is a Vigilante type Organisation of a self-appointed group of Concerned Citizen's/Civilian's, Freelancers and Ex-Officers, who undertake law enforcement in their community without legal authority though various channels and commonly make use of local Bounty Boards, typically because the legal agencies are thought to be inadequate and have some level of corruption with in their system.

in accordance there main role is to provide assistance to local civilians and route out any and all forms of Corruption even if its one of their own or house enforcement by acting as not just a Shield to the People of Sirius but also Their Sword and Executioner if required to be, The wolves are willing to accept and not judge aspirants based on their Origin, Affiliation and background so long as they intend to help Serve the people of the Sirius Sector and not become another one of its more defined problems.

Their Shield.
as a Shield of the People the Wolves of Sirius render Aid and assistance to local Civilians and passing Traders before the dominant house corporate organisations, be it in the form of Helpful Advice, Danger Warning's, as Hired Assistance or General Support, all of which to promote not just general life but ones freedom.


Their Sword.
as a Sword of the People the Wolves of Sirius will no doubt be tasked with hunting down an Individual or group marked for Termination as requested though the Bounty Communication channels, following this route, to a Wolf, Information is Key, the more information they can collect and gather from available sources about their accepted job, the better, how ever the reason behind any one Chosen bounty may vary as to if it will be accepted by a Wolf or not.


Their Executioner.
as an Executioner of Sirius there will be the unfortunate time where a Wolf will be required to hunt down and terminate a High Priority target, be they civilian, pirate or a officer of house law or even one of their own, when an Individual commits an act regarded as a form of Corruption that catch's the attention of the Wolves, the Individual in question will be marked for Execution, how ever this may also lead into an Investigation to determine if there is a much larger scheme afoot.

Code of Conduct.
-- 1. Wolves are to maintain their neutrality under any and all circumstances, Unless acting on behalf of an order given by a Superior, Officer or Contractor.
-- 1.A the order given by a Superior or Officer out ranks any other.
-- 1.B Wolves are allowed, but not required, to Defend them selves should it become impossible to maintain a Neutral Discussion with an aggressive Party.

-- 2. Wolves may only attack in self defense or in assistance of a friendly or allied vessel. (as stated by ID)
-- 2.A Wolves are allowed, but not required, to engage Vessels belonging to a [Faction], [Group] or [Individual] which has been Deemed as hostile towards the [Wolves]. (While Abiding by ID Rules)
-- 2.B Wolves are allowed to Freely engage, but not required, to hunt bounty targets should the opportunity appear as long as its follows the Bounty's Guidelines.

-- 3. Wolves Can fulfill any bounty and escort contracts, and may treat transports as combat targets when executing a bounty or escort contract against them. (as stated by ID)
-- 3.A Wolves may Independently Sign up to posted Bounty Boards, but must Inform the active leadership Should there application be accepted if the Organisation is not already Accepted.
-- 2.B Wolves may not Apply to Bounty Boards belonging to a [Faction] or [Group] which has been Deemed as Hostile towards the [Wolves].
-- 2.C Wolves may not Apply to Bounty Boards belonging to a [Faction] or [Group] which has been Deemed as Unfriendly towards the [Wolves]. with out first gaining acceptance through the Communications Channel with said [Faction] or [Group].

-- 4. Wolves are allowed, but not required, to turn down Hiring Contract offers made to them out in the field, should they chose to accept or deny it.
-- 4.A Wolves are to Reject Bribes from anyone unless requested to keep "Sensitive Information" regarding the current Situation, Secret. (example; PoB location, RP plot-lines ect)
-- 4.B Offers made by unlawful Groups that involve acts regarded as being of a Criminal nature that targets upstanding 'Civilians' or 'Law Enforcement' [Factions] or [Groups] are also to be rejected, (exceptions to this are if the targets are Corrupt individuals, Other Pirates and Smugglers for example.)
-- 4.C All Field Contracts must have details later reported on the appropriate Network Channel (once established) unless requested other wise as stated in 4.A if it is deemed to have a significant Impact of the Factions Relations with other [Factions] or [Groups].

-- 5. Wolves are only permitted the use of Fighter's, Bomber's, Freighter's and Gunships.
-- 5.A The use of Capitol ships is forbidden.
-- 5.B The use of Transports is forbidden.
-- 5.C There is No limitation's on Equipment.


Goals.
1; Establish a central Communication network.
2; Establish a line of communication with Key Civilian Organisations and form Alliance's that benefit both party's.
3; Provide assistance to Civilians and Civilian Groups.
4; Provide assistance to Corporate Organisations though public Service Boards unless outright hired though a Contract.
5; Establish a Profile Network of "Corrupt" individuals, Investigate and Terminate them as need be.

Good faction concept, the RP seems sound.

However, if I were you, I'd try to be extra-fair to smugglers you find in game. Smuggling, expecially non-Junker, full unlawful smuggling, is the hardest job in the game. Everyone is out to hunt you, lawfuls won't tax you like a pirate would a trader - they'll demand a full cargo drop or just shoot you 100% of the time. Profits are much lower than ore running, danger is much higher, travel times are far longer. Smuggling activity is already low and need encouragement, not discouragement, since it's objectively worse in every way than normal commodity trading except for the occasional rare event. A pirate never wants to blow up a lawful trader if he can help it. A lawful hunting a smuggler always wants to murder the smuggler. Sadly, that's how it works. The smuggler is already in danger of earning less profit than the lawful trader and assuredly runs higher risks (less bases, less likely anyone will come to hep you, hostiles mean "game over" instead of a 20% profit loss, etc).


If you catch smugglers, try to be considerate and generally be nice to them. Smugglers get attacked by -everyone- already, so they'll need the experience with you to be fun and compelling. What makes you fun to interact with, instead of just another group who will shoot at smugglers after a "well, what do we have here? Hauling contraband are you? Better drop your entire cargo"-esque encounter?

Thank you for your Feedback, Diplomatic Relations and 2.B have been modified accordingly, as its understandable that not everything is perfect and a few things may require minor tweaking later.

the chance's are a Wolf would most likely be working in pairs with ether a House Enforcement, fellow wolf or someone else working from the bounty board, a Smuggler, normally may comply to demands how ever as a freelancer ID, the ability to request the cargo to be dropped doesn't normally seem possible that being said if its dropped of their own free will then nothing happens, they get bold and make a run for it then those in pursuit may or may not give chase as any one individual is not required to but may engage said target according to the bounty's guide lines if they chose to.

what? no, it a metaphor, for example "Lone wolf" can be used to refer to someone who does things by them self.
in this case it refers to "those who hunt existing problems" and "those who tired of being preyed upon".

No.
is my immediate answer, its far to early to think of such things, for now I will wait and see what becomes of us, if we do well enough for some period of time and its something people would like, assuming such a time comes at all, then i would be open to consider the idea and rethink if it would be good for us or not.

until then, we will stay as is.
