Yes, people pay for signatures. (Not with real money, of course, but with in-game credits.) There are a number of graphical artists in the community, but a little payment might encourage them to attempt this.
I may try my hand at it, I may not. Depends on if I get inspiration for it.

pretty much everything... all details. character (if any), ships (if any), text (guess it), colour scheme, style, etc. anything you can think of, fits in description.
give me minimal detail, and it will probably end up I'll do nothing and pass on to the next commission.
