You mean those sheild busters? You can get them in heaps of places. I get mine in detroit in NY but their locations can be found here -

Just a notice for those eager in answering anything. The class 4 turrets aren't as common and easily found as the class 8 and 9 cannons. If I'm not mistaken the turrets are only sold at a couple of places, if not only one.

Alas Gronath the advanced debilitator turret is as common as these folks say it is, it has 11 selling locations, 7 of which are in Kusari, two in the omegas, one in Bretonia, and one in Liberty. None of these locations are unlawful. So bad guys wanting them are going to have to get creative to use them.
