Commissioner,

I'm well aware the Junkers have not been a prime example of perfect Liberty citizen and neither that it's expected from them, but this time they have overstepped their boundaries. One of your men, officer Ferguson has requested me to accompany him to Rochester Base, as alleged troublemakers were sighted in the vicinity of it. As we arrived to the scene, we have unveiled something much more than a mere Rogue docking on Rochester to get a drink. A member of Commune, the quasi-Outcast xeno worshippers has been sighted using the Rochester Base as their resupply point during one of their raids. The battle that ensued resulted in destruction of officer Ferguson's ship, and Outcast's retreat to Colorado, where the Commune was staging an attack on Liberty Navy, in cooperation with Nomad and infected forces.

Since officer Ferguson is currently in intensive care due to the inflicted wounds, he has asked me to forward the contents of his black box to you, in hope of putting this madness to a stop.
