What you mainly seem to be missing is the location of this thread.
And if we can take people back who liked to DDOS the forums for a good laugh and others who were permabanned for years, I am sure someone like Wesker can get a second chance.

From what I can tell everyone was doing it and it hadn't been branded an exploit, until Wesker got banned from it.

I am not saying that people don't deserve another chance. But putting such a spotlight on them is not a good reflection on what this community should stand for.
