Coalition Political System - SCEC - 09-23-2018 ![]() Coalition Political and Administrative Systems The Sirius Coalition is a federal socialist republic, under the control of the Communist Party of the Coalition. No other parties are permitted to operate in the Coalition. The Coalition's government is divided into three branches, though many allege that the real power comes from the Communist Party and that the government is just a rubber stamp for the Party's policies LEGISLATIVE ORGANS Duma - Supreme Legislative Organ of the Sirius People’s Republic (Sirius Coalition). Single cabinet parliament. 742 MP. 350 – Volgograd; 350 – Jianxi, 10 – Zhukovski Station, 2 – Sevastopol Depo, 2 – Mykolaiv Research Station, 2 – Kamchatka (1 per Habitat), 14 - Zvezdny Gorodok, 10 specially appointed by the the General Secretary. Duma is re-elected every 5 years in single mandate majoritarian transferable voting. There is only one official party to vote for – Communist Party of Sirius Coalition (CPSC). The current General Secretary is Premier Leon Gutierrez, the Supreme Commander of the Sirius Coalition Revolutionary Army. The spectrum of Duma responsibilities involves development and adoption of laws, and discussing and acting upon major issues within and outside of the state. Duma holds the right to impose martial law with the permission of the Premier. Duma also holds power to amend the Constitution. In addition, it also elects the members of the Council of the People's Commissars, as well as the Supreme Court of the Coalition. Finally, the State Duma appoints the Procurator General of the Coalition. Under Duma exist specialised committees for specific fields, incorporating technocrats-experts to advise on legislation proposals in particular sphere of activity. Those committees are not permanently institutionalised and can be voluntarily convened and disbanded. The creation and abolition of a committee is proposed by an MP, discussed and voted upon by the Duma, and finalised by the Presidium. Duma Presidium - organ consisting of 16 MP who coordinate the work of the Duma. Elected during the first plenary Duma session. Headed by the Premier. The official responsibilities of the Presidium are to ratify the decisions of the Duma, ratifying and denouncing international treaties, mobilise population and fleets in case of war, manage the questions of declaration of war and peace, issuing orders, interpretting existing laws, adopting individuals into Coalition citizenship, stripping traitors of Coalition citizenship, approval of Coalition State awards and medals, providing honourary titles and diplomatic ranks, carrying out referenda and representing Duma in negotiations with parliaments of other entities. Habitat Soviets - local legislative organ of a Habitat, consisting of 50 representatives. The scope of the responsibilities is to adopt local regulations in conformity with the State policy and legislation for more specific needs of a particular region. The representatives are elected via single district majoritary non-transferrable voting for a period of 5 years. Unlike Duma elections, non-transferrable voting allows to promote particular valuable members of the society to the post. Habitat Soviets preserve connections to the Duma MP from their habitat for vocal promotting of the Habitat needs and interests in the Duma. The Habitats also have the right to nominate local MP for the party list during the Duma elections. Partbureau - the governing organ of the CPSP between the Plenary Sessions of the Party, consisting of nine most influential members of the Party who define the course of the party and, since Coalition has unipartisan system, the course of the whole State. Chaired by the General Secretary of the CPSP. Handles a non-exhaustive list of responsibilities that only the Party itself can define, since party is the manifestation of the will of the People, any will and any whim is within the scope of responsibilities of the Partbureau. De facto, the most influential organ in the Coalition, existing outside of the whole government system. ![]() EXECUTIVE ORGANS The supreme executive institution in People’s Republic is Premier of the Coalition. Premier can issue personal orders that are to be authorised by the Duma and the Presidium. The latter can veto the decision once, after which the order returns to Premier for revising. However, the order after the revision can not be vetoed by the Duma. In case of martial law, any order issued by the Premier is equivalent to a law and can not be vetoed. Typically the Premier also holds the title of General Secretary of the Communist Party, though this is not always the case. In the case where the offices are held by two different people, the General Secretary of the Communist Party is considered to be the leader of the Coalition. The Premier is responsible for executing the laws passed by the State Duma. The Premier may also dissolve the Duma and call for a new election should the body no longer be able to function adequately, such as in regular deadlocks on many votes. The day-to-day functions of the Coalition are run by the three Ministries. Usually, Ministers are appointed from the ranks of the CPSC by the Partbureau and hold prominent positions in the society. Allegedly, the number of ministries is only three because of fear of a Minister becoming too influential to stage a coup d’etat. Each Ministry incorporates High Commissariats for profile policies due to the small number of ministries. High Commissariats can incorporate Commissariats if the spectrum of responsibilities is vast. Ministry of Plenty. The Ministry of Plenty is the largest of the three ministries and is responsible for management of the economy and managing import and export. The Ministry of Plenty also manages the basic needs of the citizens of the Coalition, such as housing, sanitation, and water. Under the responsibilities of the ministry also fall issues of energy, logistics and communications, agriculture.
Ministry of Peace. The Ministry of Peace is the civilian agency responsible for the Coalition's defense and law enforcement. In addition to managing the Revolutionary Army and the Militsiya, the Ministry of Peace is also responsible for managing Chief Administration of Corrective Labour Camps and Colonies, more commonly known as the GULag. The GULag manages a series of penal labor camps on both Volgograd and Jiangxi. The camps vary from relatively light public works projects for minor offenders to the more severe Katorga works for more serious offenders. The Ministry also takes care of migration, be it colonisation of new bases or planets or accepting refugees from outside of the Coalition.
Ministry of Truth. The Ministry of Truth is responsible for all information disseminated in the Coalition, and all published materials are reviewed and edited before publishing. This includes news reports, books, music, and every other form of media conceivable. The Ministry also supervises education and science and ensures that educational programmes and research are in correct ideological vector.
Council of Ministers - the council of three Ministers plus the Premier, who is heading it. The second most influential executive organ in the Coalition. Holds a vast rights to supervise the implementation of the decisions adopted by the Duma and assists the Premier in governing the complex multi-planetary State. Holds mostly formal character and is usually convened in case an operative decision-making process within limited time period is required. In other cases, its functions are carried out by the Ministries. Planetary Administration - executive organ of either Volgograd or Jiangxi, responsible for more effective implementation of State Policy within planetary scope. Its decisions are to be in conformity with the decisions of the Premier, Council of Ministers, and Ministries. Coordinate locally with High Commissariats. Federal Unit Council - executive organ of a Federal Unit, responsible for more effective implementation of State Policy within the scope of a Federal Unit (usually, a continent or a vast consistent territory). Accountable to Planetary Administration. Habitat Council - executive organ of a Habitat, responsible for more effective implementation of State Policy within the scope of a Habitat. Accountable to Federal Unit Council. ![]() JUDICIAL ORGANS The Judicial arm of the Coalition at the national level is the Supreme Court of the Coalition. It is responsible for supervising both civilian and military courts, as well as for hearing cases of national importance. Also at the upper levels of the Coalition's judicial system is the Procurator General of the Coalition. The Procurator General is the highest prosecutor in the nation and is responsible for overseeing the investigation and prosecution of criminal cases through a series of subordinate Public Procurators. Procurator General is appointed by the General Secretary upon the nomination by the Partbureau. Procurator General appoints judges of the Supreme Court and can convene juries. Under the Supreme Court of the Coalition act two Planetary Courts on Volgograd and Jianxi which deal with serious cases of planetary scope yet not falling within the list of aggravating factors leading the case to the Supreme Court. Planetary Prosecutors are appointed by the Procurator General upon the nomination by the Partbureau. Planetary Prosecutors appoint judges of the Planetary Court and can convene juries. Federal Unit Courts - courts that act under Planetary Courts and supervise 50 Habitats (7 per planet). The appointment of the Federal Unit Prosecutors is carried out by a Planetary Prosecutor and upon the nomination by the Partbureau. Federal Unit Prosecutors appoint judges of the Federal Unit Court and can convene juries. Habitat Courts - courts that act under High Courts and supervise one Habitat. The appointment of a Habitat Prosecutor is carried out by a Federal Unit Prosecutor from among the CPSC high ranking members from the Habitat holding degree in Law. The judicial system is based on civil law. The laws are codified in codices. Case system is absent. Laws can be adopted only by the Duma, regulations can be adopted by Habitat Soviets. Every citizen is entitled to a fair and just court, however open courts are prohibited for the sake of security of an accused. Prosecutors lay claims against the accused who is entitled to a solicitor provided by the State. The defendant can present his arguments either alone or through the solicitor. The judge makes a verdict based on the evidence in a fair and impartial manner. The council of juries can be convened in specific cases. ![]() ADMINISTRATIVE DIVISION
