To whom it may concern,
We've stationed a few assets in the Texas - Bering systems to prepare for future endeavors, and after reviewing Liberty legislature, we noticed that Bering is currently embargoed for cargo other than passengers.

In order to provide ample humanitarian aid and build a presence in the area to include building rapport, we will need the ability to ship the following goods:
Food Rations, Water, Oxygen, Consumer Goods, Med-stasis Bands, Fertilizers. RoboCultivars, and alcoholic beverages.

While the station itself has maintained a state of moderate upkeep, the sustainability of the station has not. There is little to no agricultural production on a station with three full-size bio-domes, and we would like to station a group of specialist personnel to allow civilian relief through simple agricultural production, food supplies, and medical service that the station facilities can provide. We ultimately would like to boost morale in the area, which would make civilian populous more compliant to inevitable changes in the future.

The risk in this, should the LSF also agree to their own participation as previously discussed with Agent Ferocity, the non-civilian populations would almost certainly gain an equivalent morale boost, and perhaps benefit directly. We believe that this is still beneficial for the end-game, as the more influence we hold in the area, the sooner we may finish our objective.

This agreement would only permit shipments from Ingenuus Research Group to the civilian populous aboard Freeport 2, with a portion of profits going to the LSF to fund operations in the area. Should the LSF find this favorable we ask you inform the Liberty Government of this proposal, and we would begin shipments immediately upon approval. It would also be imperative that the exception only be made known to the Liberty law enforcement agencies, as public notice would put our objectives at risk. Senior Agent Veritas, reporting. I represent field command for LSF SOUTHCOM, which maintains strategic operations over the Bering and Texas systems, amongst others.

Your request is intriguing to the Security Force, although not without complications. Many of the LSF, myself partially included, will take issue with supplying the Bering "Freeport" after it was commandeered nearly a year prior, and continues to this day to play host to many more unsavory efforts than these Zoner installations typically manage. There is perhaps some wisdom in allowing the installation to wither and rot, thus permitting a more direct action to seize the installation and re-assert Libertonian sovereignty in the border system. We also placed our trust in the Confederation of Freeports to settle the issue in the past, but it seems they have done little more than collapse under the responsibility.

All this being said, it would be a boon to the stability of the region if a trusted third party was able to handle the matter, rather than forcing our hand directly. This is why we placed responsibility in the hands of the CoF, and why I am prepared to do the same for your organization. In return, I simply ask for your cooperation in handling this situation, including releasing any information your organization comes into contact with, should you be cleared to supply the Freeport. This would include, but not be limited to, any information regarding the movements and operations of Battlegroup Harmony and the Unioner movement. I understand the typical Zoner attitudes of neutrality and what-not, but I hope you understand the complications of this situation, and the implications for the Freeport and system of Bering in the long-term should those groups continue to remain entrenched.

As per your request, a message is already in the pipeline to the Government, and trusted senior agents in TacOps and DHS SOUTHCOM have been informed of the preliminary deal. Understand, of course, that until the Commerce Department clears this action, moving supplies into Bering will still be considered an illegal action under the embargo, and my agents will still stop and impound any vessel found in violation. I will update you if this changes, and otherwise look forward to our potential partnership in this matter.

The Confederacy of Freeports didn't truly fall under its own accord, as internal issues around the CoF sundered the already cracking system. The system was granting power to representatives far above what we, as the heads of each partition desired. Individuals with no true insight to the interests and dealings of the Zoner groups involved were making decisions that would impact the groups so negatively for the sake of quieting a barking dog. That being said, we have decided to dissolve the overseeing portions of the CoF and let each administrator and group see to the diplomacy of their own stations. This has been preventing escalations of minor issues, as well as eliminating a lot of paperwork for us in the long haul, leaving us a lot more free to focus matters onto issues that matters.

Know that, on behalf of IRG as a whole, we understand the laws set in place until the proposal is processed, and we will be patient. Your aforementioned emphasis of trust is particularly interesting, as typically we don't choose sides when we can avoid it. I realize that when it comes to military movements, it's imperative to preserve resources, and we would have no issue granting access to what information we intercept. We only ask that the LSF be selective in their strikes, so our own information gathering does not put us at risk; People find it odd and alarming when their opponent knows exactly when and where they'll be somewhere. As for building trust, in the meantime, if the LSF has tasks they would like us to do in preparation or any acts of good will that would further improve the trust between our groups, we'd be happy to do so in a limited capacity.

Senior Agent Veritas and other concerned agents,
While I'm aware that there has been no decision made at this time, some activities in Bering should be brought to your attention. Jerard Voncloud has resurfaced at Freeport 2, and after a long conversation full of angst and uncomfortable hatred, it has become clear that he holds intentions of establishing a presence in Bering. It is imperative that this does not happen. Voncloud is responsible for the forced dissolve of the Confederation of Freeports due to his inability to handle situations of varying complexity as well as his imperialist approach to authority, pushing each head into the dirt as his say was 'scripture'. He declared IRG incapable, and moved to change administration on our stations, essentially undermining everything IRG had accomplished in the months prior. We must take extreme caution to avoid allowing him any room to operate.


He has acknowledged his actions as mistakes, saying the dissolve was necessary because it "had become something we strived to get away from." Someone with gross incompetence like this should definitely be considered dangerous in our campaign. I left the side conversation in there as bonus intel for your potential adversaries.

You'll forgive me for not being particularly inclined or initiated in the workings of different Zoner factions and ideologies; I am purely interested in whichever organization can provide the best stability and cooperation for these Freeport installations on our borders. I dealt with Representative Wingspan nearly a year ago, and I was willing to work with his people because they were the rightful administrators and seemed to be interested in handling the situation. Now that they're seemingly out of the picture, your organization seems to be the closest thing to a successor. If this Voncloud individual is as unstable and incapable as you claim, then I'm sure you won't have particular difficulties keeping the population of the Freeport pointed in your direction, rather than his.

As for your request to the Republic of Liberty, it appears it's still caught in bureaucracy and red tape. If it stalls for much longer, or we receive a response in the negative, there may be a need to pursue legal alternatives to complete your objectives.
