The Mandalorians operate in rhienland, but arn't a rhienland group per-se.

Only the mandalorians as far as I know. The rheinland governement is very reluctant to allow others with fighting capability and guns into their area.
Bowex has their security wing, republican has their security wing, these are mercenaries in the broader sence of the word.
