Alright, so I ask that you please try and approach this with an open mind and answer accordingly, constructive feedback only if you can help it, thanks. Oh and if an admin says this will never happen, sorry for wasting your time, it just seems like it could be something rather great to me.
First of all in regards to imports, Cylons are already in the lore of discovery:

How they could be great: There are many factions which they could have interesting relations with, CR (of course) Harvester and everyone else. I would not want to play them as the hostile to all human cylons, we already have enough terrorist factions. I would want to play them as the rebel Cylons, that were running from the others and found Sirius as well. They have an uneasiness with humanity, they want to learn more about them as their creators, yet are weary. and of course the CR would start wanting to destroy them but hopefully we could change that, maybe some CR could find out they were actually Cylons? They would also be able to roleplay about their search for an ability to reproduce and their extremely unique technology. At this point I really dont see a downside to this idea though it's probably because my head is in a cloud about it, anyone care to bring me down to earth? Or maybe offer some ideas to make it happen?

there was once a Cylon faction, they have long since "skeedaddled"
but it is in effect an import and those are generally unwanted additions to Discovery, hence why all the import ships are rapidly being phased out.
i personally would re-engineer the basic idea into something based in the Discovery Universe...rename them something else, give them a believable origin based in the Freelancer universe (basically meaning something in Sirius...no BSG origins)...ya know the usual "revamp"
maybe make them a Gallia version of the Harvesters?

No it couldn't. Such factions are now unwelcome on discovery given we have plenty of factions that require and will require filling in the future. Not only that but the fire the CR have faced in the past would only be half of what any new BSG based faction would recieve. Unfair? Possibly, but then this is freelancer and not a BSG mod.
