Alright before I go about doing this all over again.
May an admin please look into why my RNC|Bismarck rep keep leap froggin (As marburg put it)
I've been trying to get the RM Guard tag for freaking ever and I can't even seem to acquire my
old plain Rhienland Military tag. It's going to make me go back to Kusari than bretonia. Than
liberty(Rogues) and even than I wont probably get the tag....May one of you look into this
cause I dont want to keep flying that ship to systems it shouldn't be going to.

We can look into it, but we are not changing your reps for you, sorry ... That is your responsibility.
Now you have posted it, if we do it for one, we would have to do it for everyone ...

I know you can't change it I just want to know why it keeps looping itself. Is there a reason behind it or is my rep just messed up?

It isn't messed up, you just have several factions at +0.9, The Guard is one of them. All you are doing is
moving one full green for another. You need to drop all those reputations before The Guard will lock in.

Well Mr. Hoodlum I tried to fix it to the best of my ability and now
I came down to the most impossible one.
This really could use anyones aid but here's the dilemma now.
From what I gather all factions around RM Guard except for the
one tagged are below +0.9 Now the tag is currently Gateway for
the trading company based in Bretonia. From my knowledge that
I've gather over the passed several days of trying to fix this I have
concluded that there are ONLY gateway bases in Bretonia and no
where else. Now the problem with that is. Bretonia hates my guts.
Don't know why, but they do.
So how do I remove the tag of gateway having everything even
the gateway bases turning hostile to me?

Go to the Rheinland-Bretonia border and kill any Gateway NPCs that you see.

Last time I did that it didn't end to well...messed up my faction list again and I pretty much started over.

Well first, you should be hostile to Bretonia in the first place.. If you can, get them back to neutral.
If you're not already doing this, you need to; For the factions you are green with, dock their bases, then get missions and fail them. Never shoot the NPCs unless its your final option.
On the gateway part, try to find a gateway depot or two. Only blow the pods up until you get to neutral rep. Should only take 2-3, not even a full four-pod depot.

If that works than where to find said depot....
I really don't like having my ship out of it's own house.
It scares me and intimidates others.

Find a junker bribe, that should lower most corporation reps.
That's what I did for m Liberty Navy Guard.. yet I don't know if this is gonna work for the Military one.
