Maybe you should join other factions first and get an idea of how factions work before trying to do your own thing. People running factions need certain skills and levels of experience as otherwise they fail already in the first two months, burn out and leave Discovery disappointed because things didn't work out the way they wanted it to.

Most factions look for ambitious people with time and willingness to build something up.

There's no better teacher than experience when it comes to running a faction. If you want to start it up now then go for it. You may find things aren't quite falling into place as you expect, and you may go through two, three or even four incarnations of your faction. But if you really want to make it happen, better get started.

Start by writing a post about the background of your faction. Look in the unofficial factions and groups forum for examples of how others have done theirs.

We shouldn't encourage new folk to make new factions, until they learn the setting.

If you really have to do it, make an original concept that does not tread on other faction's toes and under no circumstances, NEVER write yourself into history of any faction that exists or existed unless you were part of them.

If the guy has it in him to make a successful and stable faction, then who are we to hold him back?

If what he puts together is disliked by most then it won't work.

Only caveat is to read the rules.
