I started to try to get a Barge via SRP today, but i got the message, that a dev (Durandal) said, ther is no Barge in the game. (To be exact i started the Roleplay for that.)
(And i don't want a discussion why i should not use a Barge. I had on in the past, ok.)
The interesting thing is, that in the Patch-Notes from the Discovery 4.91.0 Patch 7 you can find, that the Barge was Re-added both barges as flyable ship.
And not Patchnote after that sad something against this.

In addition i could fly the Barge on my Testserver at the 06.August this year and my Testserver has the actual Patches.

I want one too.. Though I thik they should be very limited.. Like say to big mining companies.. Kruger is probly the only Corp. that really deserves to have one .. Being such a very cool bunch of hard rock miners, who work so very hard .

Why does it say both Barges? I only know the big 40k cargo space one, what is the other?

There are two Barges in the files, but one of them seems not work. (At least on my Testserver.)
One is the old model but with "only" 25k Cargo, the other one Looks like an Gallia-Ship...

The barge has been re-added, but it is being used exclusively as a story telling tool presently, I think. We can hope it will be available for special stuff in the future... and hey, RP is for RP. RP away at a barge, but accept you may not be given one even if the RP is tippy-top.

The barge was used in the new london event as dockable base. I believe it's the best way to utilize it, that thing was soo broken.
But i wouldn't mind players being allowed to fl it - it would boost pirate activity for sure
