The Legacy cell's R&D Division is maintained and operated from Lisbon Station, where 80% of all operations pertaining to the cell's R&D are housed. Comprising of scientists, military tacticians, and all other manner of personnel with a penchant for creative design, Legacy R&D operates on the same basis of the Order during the Nomad War. Taking designs acquired by the Order over the years, the purpose of R&D is to extend on their capabilities, extend past what was believed possible and incorporate it into the Order's never-ending war against the Nomads.

Legacy R&D is currently headed by Major Fina Smith, and headquartered on Lisbon Station in Omicron Epsilon.
