Essentially, the treaty of Curacao implies that Cortez is the joint responsibility of Bretonia, Liberty, and OS&C. However, your public records indicate that the Oceana Shipping Platform registers as a modular base in Liberty space and pays the ensuing fees and files the resulting paperwork.

In short, if we were to construct a modular base in section D4 of the Cortez system, is it the opinion of your government that such a construction requires registration and licensing from Liberty?
