It's a hybrid of the two, there's no real definition for it since there aren't really any AI ships and this is why it was stuck in the middle. There is also no VHF that has 13.8k armor that turns at 68 degrees, there's also no VHF with those qualities that fires 7 guns forward at a 13.8k core. It'll be something to discuss but that's why it's like that.
