My Christian name is Linus, of the VonClaussen family. My office in the Rheinland parliament is that of the chair of the People’s development board – the Interplanetarischer Ratssprecher für die Bevölkerung. I hold a number of state functions, angled towards tailoring Rheinland’s domestic policies and projects to better align with the population’s wills. The old Rheinland empire had a long history of creating prosperity for the Rheinish people through celestial development - building the ring from nothing. In Sirius, space colonies have a reputation as the domain of pirates, or Zoners out in the edgeworld. They have an, undeserved, stigma. But they are, in effect, the future.
Rheinland needs space colonies, Sirs. With the loss of Nuremburg, land values have shot up. We do not want to price an entire generation out of the Housing market, alike what happened in Liberty, three hundred years ago. Chartes and Saint-Quentin Space Colonies are excellent examples as to how the Confederate model of space habitation can ease the pressure of Rheinland’s planets. With your permission, I would like to enter discussions with your corporations, to design a new generation of space-based habitats in Rheinland. With the need to resettle those who have lost homes in the Hessian incursion, a generation of Rheinland poor left in the wake ill-advised Federalist policies, and over one billion Rheinish refugees living in temporary housing in the wake of the Federal humanitarian catastrophe of the Nuremburg disaster, I consider the construction of Rheinish space colonies to be of vial humanitarian and economic importance. This is but a preliminary discussion, but my office would delight in a Gallic input on this matter. I believe those of us fortunate enough to enjoy privilege have all the more pressing obligation to themselves, to God, and to Society, to use the trappings of power into which they have been thrust to better the lot of the poor and disadvantaged. Perhaps this is a presumptuous observation. I believe the Confederacy – in its virtuous compromise between those who stand for egalitarian principles, and those who would restrain certain articles of power within the Confederal Ducal lords to prevent exploitative mercantilism – would be an excellent textbook for Rheinland’s statesmen. It is true that our space colonies are a marvel of modern engineering, elegant structures that are more than capable of providing what you need. This is definitely an avenue we are interested in pursuing, however, the present situation along the main route into Rheinland would make such an undertaking cost an exorbitant amount of money and I doubt it is something we would be able to complete in any timely manner. We are happy to discuss plans for the future, though they would only remain plans for the duration of the internal strife within Rheinland and as long as the Zurich / Cologne corridor remains occupied by pirates. I will however humor your request to keep this talk Apolitical. While I never had the privileged of seeing Augsburg Orbital Colony in its prime I have had the chance to read on it's ill-fate. A regrettable turn of events undoubtedly I am pleased however to see that the tragedy that it was didn't sour the public opinion of Space Colonies to a significant degree. As you are already aware Gallia is home to several space based living facilities. Each unique, from fully enclosed communities to luxury housing for the upper echelons of our society. Some may expect a Space Colony to be simply a home for people who work off the Colony, Gallia has taken another take on this (with few exceptions) most Colonies in Gallia are fully self sufficient often containing their own governing bodies and communities not unlike a Planet. Those who live on the stations also work on them in one capacity or another, thus making the station far less expensive to operate. I am unaware currently of the Empires financial situation but you should know a Space Colony is no small investment, while not at par with the cost of a Jump Gate by any measure it is still no small financial venture. With your examples of Chartes and Saint-Quentin Space Colonies it does give us a reasonable idea of what you could want design wise. Now, unfortunately due to the current occupation of Cologne work on this would be delayed as I cannot in good conscious send my men into a system infested with Pirates. That being said in the past we used the long route through Kusari which, while certainly upping the costs and over all duration of the project, would allow it to start sooner. I agree with your suggestion of utilizing Rheinlandic Corporations in the construction process, as I have stated in the past, I fear too much Gallic influence could impress upon the Rheinland People the same feeling they feel when they look at Planet Stuttgart, or the Trade Lanes and Jump Gates in your house, that being exceptional loathing. Which brings me to design, I believe a good option may be one modeled after Augsburg itself, something familiar to Rheinland yet, improved with a touch of Gallic engineering. Not only do I believe this is smart, it's modular design would allow for ease of customization and expansion, what better way to show the might of the new Government than by succeeding where the previous administration failed? On top of that, instead of selling it to only the richest of the rich, marketing it to the common man is sure to drum up the support from the populace you likely will need to get The Royal Court on board. In terms of resources, if we go with the plan of Augsburg Orbital Colony, then I suspect looking through the archives of the previous administration will likely give you a good estimate on that information. Lastly, if I may, I have noticed looking at the star charts that there seems to be an inactive Jump Gate which records show used to go to Bering? Seeing as that isn't likely to come back anytime soon based on the Bering state of affairs perhaps it may be possible to utilize that space? What to do with an entire Jump Gate might be a problem, but that bridge can be crossed in the future. We usually send our own survey teams to gain such data, but current circumstances may mean it'll have to remain a rough plan for the timebeing. I'll see if we can get a completed draft to you within a reasonable amount of time. In the meantime, we'll liase with our colleagues in IDF about the viability of moving such an enormous amount of material into Rheinland as we would most definitely require their support in this project if it were to go ahead. Please firstly accept my apologies and apologies of the whole of Rheinland for the delay in our response. Time is a resource that is quite rare for us at the moment but that is of course no excuse for letting our partners wait needlessly. After reviewing the previous communication and provided documentation while consulting with the Imperial government I firmly believe we have a plan unfolding at our hands. To review and further propose: a) The project (provisionally called Binnenalster Space Colony) will consist of a cooperation between EFL and IDF on the Gallic side and Daumann, Kruger and Imperial Shipping on the Imperial side b) The core of the project will be based on Compiegne Space Colony with Rheinland-specific modifications c) IDF will provide transportation of necessary and unique materials and components from Gallia d) EFL shall prepare blueprints for the colony and provide engineering oversight and guidance during the construction phase e) Imperial Shipping will transport materials readily accessible in Rheinland as well as the Rheinland-fabricated components. f) Daumann and Kruger shall provide necessary workforce and fabrication for components readily accessible in Rheinland, g) The Empire will pay an agreed upon sum to EFL and IDF. h) After the station is constructed, EFL will provide civilian station maintenance for an agreed upon time, while local engineering staff gets familiarized with the station upkeep process. I have communicated with the Imperial Government and we are glad that you have accepted our proposal. We would furthermore like to negotiate with regards to the project cost and compensation to your corporations. While we understand there are some technical difficulties when it comes to the loss of the Cologne corridor, our Imperial Ministry of Commerce and Industry has arrived to a lower estimate of 15 billion for the project. However, since Rheinland will be providing the workforce, substantial portion of the raw materials, fabrication and transportation (by our estimates roughly 75 % of the total costs of the project), these costs will be borne by our government and corporations and do not have to trouble you. What remains to be negotiated is the compensation to your side. We believe 3.5 billion to a fair offer for your know-how, technical expertise and transportation of necessary and unique materials and components from Gallia. How you decide to divide such budget between your own corporations would be left completely up to the Gallic side. Please, do let me know what you think about such a proposal.
