To the Gas Miners Guild - Kaiserreich Rheinland - 05-27-2020

Guten Tag esteemed representatives of the Gas Miners Guild,

My name is Elise Adelheid, and I represent Rheinland Kairserreich.

As you so well know, there has been a shift in power in Rheinland. Supported by the will of the people, the Imperial Party of Rheinland was elected to represent the House, unfortunately this brought down the wrath of the Federative Government. This ultimately lead to unwanted and unnecessary armed conflict within the House.

This aside, I am contacting you to inform you that we are now holding the majority of stations and planets within the Rheinland space and we are the de facto in control of the Government and our Fleet.

I am also contacting you in regards to our vision for the future of Rheinland. Our future lies not within the Sigmas and with that in mind, as well as taking into consideration that the Imperial Party of Rheinland opposed the Bundestag push to declare war on your organisation; we are looking to seek an agreement for peace and to establish our borders and to finally allow free passage between our sectors of space. However, we will want to bring into the discussion that the fate of the system Luneburg, which is falling at the edge of the Crow Nebula, known by your teams and Kusarians as a whole as Sigma-15, shall not be negotiable and will remain within the Rheinland Kaiserreich borders. We will, however, renounce any claims regarding Sigma-21, insisting only in free movement and trade within the mentioned star system.

I am aware that this may come as a surprise to you, as in the past you had your differences with the Imperial Rheinland, but I must say again that this current government, our Kaiser especially and our Reichstag is interested to have peace with our neighbors and to provide a better life for all citizens within and outside of our borders.

With that in mind, I propose that we should come down and find ourselves a common ground so that both our people and prosper, in peace, alongside as neighbours and not enemies, we must allow serenity in our lives and banish the spectre of death that for so long was a mark in our lives.

With good thoughts and deepest sincerity,

Elise Adelheid,
Minister of Foreign Affairs.

Minister Adelheid,

The Gas Miners Guild has not, at any point, had any desire for conflict with the people or any government of Rheinland this stance remains unchanged. The Guild is of the view that diplomacy may still prevail in putting an end to what is a pointless conflict that benefits none.

The strife House Rheinland is currently experiencing is public knowledge and it is surely the everyday Rheinland citizen who suffers most. The Guild appreciates the difficulties faced by all and still seeks a peaceful and constructive relationship with your government. To this end, in a show of good faith and to facilitate further productive discussion, an immediate cessation of hostilities between GMG and the Rheinland Military, in the form of a formal ceasefire, is suggested.

In there interests of transparency and cooperation, GMG readily declares that it seeks a full and immediate withdrawal of the Rheinland Military from Sigma-21, as well as the recognition of the system as independent, sovereign Gas Miners Guild space as per the rest of the Sigma Systems.

Any further terms are entirely open to discussion and The Guild is most receptive to the thoughts and opinions of the Rheinland Kairserreich on how best to proceed from our current juncture. Your comment is awaited with friendly anticipation.

Cordially,

Keiji Namura

Guten Abend

Hearing you are seeking a peaceful and constructive relationship has brought joy. As representative of his Majesty himself, I am here to offer a formal cease fire agreement, you can find this attached below. As the Foreign Minister, I have signed this on behalf of Kaiserreich Rheinland. It is important to note that this will only be active if a representative from the Gas Miners Guild is to sign this document also.

I request that you take the time to review this document and should you wish to make any amendments, please feel free to let me know.

With good thoughts and deepest sincerity,

Elise Adelheid,
Minister of Foreign Affairs.

Minister Adelheid,

Your proposal is one with which The Guild generally agrees and the overall aim of a peaceful settlement is shared.

The Guild's red lines are its sovereignty in and ownership of the Sigma Systems which it cannot relinquish. Sigma-15 in particular is a potential flashpoint, but it is recognised in order to come to a genuine and fair peace, that there must be a give and take between the Gas Miners Guild and Empire of Rheinland. As such, The Guild is prepared to withdraw its Sigma designation from Sigma-15 and formally recognise it as the Luneberg system, Rheinland space.

In regards to elements of the proposed agreement such as shared security cooperation, while these too would be positive steps, a slower approach would be preferred. Our unfortunate conflict has left wounds on both sides and while time is the great healer, space to breathe is also treatment in itself. A brief respite separately would go a long way to reconciling the divide between our peoples. Furthermore, overall, brevity and simplicity is most constructive.

As such, The Guild suggests the following, based on your initial proposal:

The Guild would propose the above as an initial measure, with, subject to your acceptance, a scheduled review in three months from the signing of any agreement, when we may together reassess our situations and discuss any further additions or amendments such as those involving security cooperation.

Your thoughts are most welcome.

Cordially,

Guten Abend,

We are glad that the Guild is looking to cement a ceasefire and is also looking for future amiable relations.

As you pointed, there is a lot of history between our Empire and your Organisation and some time apart will be needed indeed, but pirates and criminal elements will not allow us to do that. With that in mind, I respectfully ask the Guild to reconsider and we should look at means to ensure that criminals from both our spaces are not going unpunished. We are happy to hear the GMG solution to this matter.

Your request about the status of the Sigma-21 has been brought to the attention of the Reichstag and I can declare the following:

“Kaiserreich Rheinland acknowledges Gas Miner Guild sovereignty over their operations within Sigma 21 and we guarantee that no Kaiserreich Rheinland Corporation will engage into exploitation of local resources.“

That being said, we are presenting another draft of the Treaty.

I think that this draft will be to your organisation liking and we are looking forward to any other suggestions the Gas Miner Guild may have.

With good thoughts and deepest sincerity,

Elise Adelheid,
Minister of Foreign Affairs.

Guten Abend,

The Empire of Rheinland is still waiting for a response from the honourable delegates of Gas Miner Guild regarding the new treaty.

We have already had talks with the Reformed Empire of Kusari and we are waiting for the Gas Miner Guild to ratify the treaty and then we can have peace between our people and once more, the prosperity to be returned within our systems and trade would once more be open between us and our northern neighbours.

With good thoughts and deepest sincerity,

Elise Adelheid,
Minister of Foreign Affairs

To whom it may concern,

The Gas Miners Guild seeks to conclude its discussions with House Rheinland, but notes its political landscape has changed and queries whether the Rheinland Kaiserreich is still the correct signatory to any arrangements.

Despite a cessation of hostilities, our Houses remain technically at war and we therefore seek your comment so we might swiftly come to a formal discontinuation of this unfortunate oversight.

Minister Friedemann,

Thank you for your response.

It is noted that while the Gas Miners Guild and Rheinland Military have already come to a ceasefire and withdrawn from each other's space, this is not an end to our state of war. The Guild now seeks a peace agreement and would prefer to streamline any such proposition to cover the most pressing issues and therefore expedite the process. The following is proposed:

This preliminary arrangement is provided for your perusal and your comment is most welcome.

Herr Namura.

I have read your terms for the peace treaty and I generally agree with you but paragraph two in your proposal is in conflict with the Treaty of Nevers & Second Treaty of Nevers. However, this is a delicate situation as both treaties have been signed by representatives of the Empire of Rheinland which has been replaced by the House of Rheinland, and the Holstein Accords bind us to the treaties created by Federals of Imperialists representatives. I would suggest opening negotiations with the three parties involved so we can come to a conclusion that fits everyone. All other paragraphs are appreciated and shall be agreed on.

Kind regards,
Lothar Friedemann

Minister of Foreign Affairs
