Bug: CR shows as hostile to AI

Every AI ship I have shows CR as hostile. I was told by CR that it was a bug.

AI does not have rephacks to CR. Likely the result of restarts having their own reputation, which have been reworked to be neutral.
Any new characters should have them as neutral.
