Bug: Kempeitai Restart has KNF IFF and is on Fort Wakkai in Hokkaido

As explained here, the Kempeitai Restart gives you the KNF IFF and puts you on Fort Wakkai in Hokkaido.
The reputation would need to be fixed as per Snak's idea, and the Base would be most suited to be Nansei Research Complex in Honshu.
