Her Majesty's Principal Secretary of State for Trade and Industry,

I do not believe we have been acquainted, so a brief introduction is in order. I am Lawrence Preston of the the Division, an independent financial organization representing the interests of individuals, trusts, and other corporate entities in asset acquisition and investment. We have had some limited, unproductive efforts to assist the Kingdom in its reconstruction following the war, so I'm sure you would expect my surprise at the opportunity to do so in a way that does not depend on the cooperation of other entities. Of course, your communique concerning Aland Shipyard has not gone unnoticed. On behalf of my clients, I've been authorized to extend the following offer on behalf of the Division for its purchase.

We are prepared to offer the Kingdom to sum of $11.398 billion credits for the tangible assets associated with Aland under the following terms:

1. Assumption of any and all contracts for employment and/or the salaries/hourly employment arrangements in-place for all current employees and all existing third-party contracts;
2. The Kingdom retains all intellectual property regarding its ships and construction operations;
3. The Division agrees to reserve the Aland's assets in full for the production of the Kingdom's military requirements until such time as the Kingdom's fleets have been adequately restored to a significant proportion of their pre-war capacity and/or until Portsmouth reaches full operational capacity at fifty-percent of current contract prices; and
4. The Division agrees not to sell any assets purchased as part of this transaction for a period of 10 years.

I sincerely hope the Kingdom will consider this offer as a genuine proposal to maintain full Bretonian employment to the greatest extent possible under the management of a neutral entity to which the stigma of war-mongering diplomacy doesn't apply. I'm sure the Kingdom is considering prospective offers with those to which diplomatic backlash with certainly attach, and the Division hopes to provide a more reasonable "middle-way," if you will.

I would encourage any discussion of expected usage and possible cooperation, or counteroffers if interested, to be provided in this channel and humbly request that our discussions remain privileged as to third-parties.
