I like the idea that I can get kitted up in the faction "home base", but I'm not overly fond of having to have a Guard rep to buy them.
The one I mean is Mini Razor and other "standard" fighter/bomber stuff. I think all the weapons you are using with the said fighter flying under a faction tag should be purchasable also without needing a Guard tag or guard tagged middleman.
Is there any way to make the standard loadout weapons be available at guard bases without having the guard tag?

well, they could make a normal non-guard base in a guard system, if an outsider enters, the guard NPC patrols would tear him apart, while the normal non-guard people would have at least a neurtla guard rep, they could enter the system and make their purchase at the non-guard station.

I don't think a need for a new base is needed. You can buy some lower level stuff alright in those guard bases when having the faction tag only.

Looqas, lemme tell you the secret to setting up a fighter without going to a guard system:
Omega-49.
Almost everything you'd want outside of factionized gear (that too if you're a Zoner) is available on one of the two bases there.

Well, yes, but you have to earn a better reputation to use that shortcut.
A Navy ship can get fully equipped without leaving Liberty. The only potential issue is that it has to work for it in a different way.
