Claimable by ANYONE

Claim requirements:
One time-stamped guncam image of the claimant broadcasting "Congratulations" or any equivalent statement to a KAM tagged vessel in local space.
One time-stamped guncam image of the aforementioned KAM tagged vessel with one or more units of alcohol (Rheinbier, Liberty Ale, Sake, etc) in their hold - presumably given by the claimant.

Under no circumstances are these vessels to be attacked one half standard hour prior to, during, and after executing the terms of this bounty.
The bounty can only be claimed once per target per claimant - but claimants can and are encouraged to 'congratulate' more than one KAM member.
