The laws of the Phoenix Assembly have absolute superiority in its controlled space, installations and planets.

The 10 kilometer sphere around Phoenix assets counts as an exclusive political and economical zone where claims of rule by outside parties are not recognized by the Assembly.
Any significant damage to Phoenix ship and/or infrastructure or infraction on any part of this regulation will be taken as an act of aggression, with repercussions decided on a case by case basis with prejudice. This may include monetary fines, confiscation of illicit or immoral cargoes and equipment or the destruction of non-compliant vessels.
Phoenix Assets will not be used for activity generally considered to be unlawful or harmful to zoners
Phoenix Assets are not to be used for unauthorized military operations without the prior consent of the Assembly.

Phoenix Assembly adheres to open markets, to fulfill mutual benefits of the Assembly needs and its Allies.
Such commodities as slaves, human organs, nomad remnants, artifact of all kind and weaponry are considered contraband and will be subject of general regulation part 2.

Snub Craft, Freighters, Transports and Gunships and associated equipment are available to be used freely by all, however misuse of this equipment against the will of the Assembly will be subject of regulation part 2.
Capital weaponry can be licensed for use under permit from Phoenix Security Department.
Capital Class Ships are to be used exclusively by the Phoenix Assembly. Exemptions Granted only by request.

The Construction of Modular bases within any exclusive zone of the Assembly is strictly prohibited and will be removed with prejudice.
Any Zoner wishing to construct a base within these zones will be subject to a one time license fee of $3,000,000 credit. Bases built legally within these zones will enjoy the benefit of the Phoenix Security forces as a protectorate.
