Bug: Updated infocard instantly made out of date.

Kirkwall Base in Orkney was updated to not reference removed factions like the Enclave and changed plans for Albi. However following the recent patch with the nomad incursion into Orkney and Fort Albi being abandoned, the base needs to be updated once more to reflect this.
