There is no way to delete map data on an existing character and the majority of current restarts provide full (or near to full) map data upon entering a system.
You can use one of the Classic restarts, however, for a new character. These should not give you any map data that you don't explore yourself.

Made a new zoner character, and had almost every system fully explored from the start...

Make a Freelancer character in Pennsylvania and you should get a space for exploring your own map
