As promised, I'm forwarding my report. I don't know how much you can really gain from it, since the whole situation was mostly opaque and messy, but make of it what you will. If there's anything more you know about that derelict vessel from your end, I'd certainly like to hear it. It's not the sort of thing you see every day, and it was certainly too close to ignore.
