I think it's probably much the same as the Liberty lawful vs unlawful situation. At one time there will be many lawful capital ships online, and no unlawfuls will log in in fear of being ganked, then because they have nothing to do the lawfuls all log off, and then all the unlawfuls show up and the situation is reversed.
Bomber swarm is the answer to all of lifes' problems.

Might be.
But as long as they stay at Hamburg it's not RHA's immediate concern.
And like someone pointed out the answer is drum up a bomber swarm. But after a while for logging to just to clean up is not as fun as it used to be. So people stay way unless the RNC ships decide to camp Vogtland or Darmstadt.
After all what's the RP value of drumming up a gang and going from Dresden to Hamburg except to get a pvp fix for the day?

Unfortunately, I must say that this is very true. In these days, we (RHA) cannot afford to go out on a patrol without taking a few bombers with us. We get capspammed eventually.

Hard to bomberswarm 2 battleships and 4 cruisers with fighter support, or however many there even were. Was ridiculous. I'd be fine with RNC if they actually went and attacked LNS, but they just sort of...hang out.
A fair few of them are decent guys though, that are just getting tarred with the same brush because of the ones who sit their battleships outside Darmstadt or Bornholm.
