I am frankly surprised that you are deciding to open communication channels now, as opposed to multiple opportunities in the past. Before we move forward with any sort of discussion however, I require you to verify your identity, and more importantly, your authority over Order assets and personnel.

I propose a meeting in Freeport 8 orbit at a pre-arranged date and time. I will send certain people I trust, and you will escort them to a location of your choosing, where they will gather data about your dispositions. Needless to say, if my people do not return, or if you attempt to obfuscate their readings, this conversation is over.

If you satisfy my curiosity, then we have much to discuss. No less than your organization's future in Rheinland, and your relationship with the Corsair Empire.

I believe that your meeting with my representatives was a qualified success. While I am somewhat disappointed about the stalling tactics on your end, I will not hold it against you if you require more time to prepare. The things I expect my people to see cannot be easily faked or concealed at this timeframe, so I am not worried about deception. But I do expect this tour to proceed as soon as your people are ready, nomad presence or no. This time, I will not ask the MND to be involved, though you may request their presence through your own channels.

You must understand that at this point, I cannot make any public proclamations about updated rules of engagement regarding Order vessels. If your people are seen in Rheinland, they will be disabled or arrested to the best ability of my soldaten. I sympathize with your concerns, but you must do the same courtesy to mine. The best I can do is this - discourage an active execution of our Articles while away from prying eyes.

Continue to gather intelligence to pass along to the MND and assist us with any nomad incursions, and our relationship will improve. But until I see commitment and proof that you represent a substantial majority in your organization, I will not be moving forward with more open negotiations. Select a time and place, and my people will wait for you there to provide this proof - as much of it as you can show them.

I now have the complete picture provided to me by my soldaten, corroborated by other sources in the Omicrons. I must admit mein herr, that the outlook is concerning. Your people and organization are commendable for providing the knowledge and assets to delay the expansion of a very real foe. Unfortunately, you know as well as I that your reputation in House space, and Rheinland in particular, is as problematic as ever, which has my hands tied in many respects.

I am not interested in being sidelined and replaced by a jasager who will merely be a younger version of Schulze. Therefore, we will need to be patient regarding any plans we make about bringing our organizations closer in line. With Thuringia still reeling from our latest success and the nomads limiting their operation to Sigma-15, the public and the government will not have the will to care about problems in the edge worlds. Believe me, admiral, Rheinland has its own problems that are very human in nature, and I cannot air any more plasmaballs without one taking my head off.

This is what I propose: effective immediately, an unofficial ceasefire is to take place between our soldaten. How we achieve this at ground level without arousing suspicion is up to a clever formulation of our ROEs, and having trusted personnel in the right place. The purpose of this proposal is the facilitation of a more streamlined sharing of intelligence. If your people detect a threat to Rheinland, send them out to intersect with our patrols, and the message will find its way up the chain of command. The messenger may have to dodge inaccurate fire and expletives of my fliegers, but such is the price of deniability. If they are captured, I can assure you of their swift extradition to Hammersee on a poorly-defended prison transport at a time of your choosing.

You should know as well that I will be sharing much of this intelligence, and my plans, with MND leadership. What exactly transpires at these meetings will be no concern of yours, and I will leave it up to VIPER and her ilk to decide what to do with this information. Know this: an attack against MND, Polizei, or any Rheinland corporation is an attack against the Rheinwehr. From now on, any actionable intelligence you possess which would normally lead to a strike will be handled internally by our own people. Therefore, I suggest you focus all your efforts on the threat closer to your assets, and let us handle our own problems - with any assistance you are able to provide.

If the next few months of cooperation prove fruitful, we will move to the next stage of our relationship. Additional assets, funding, supplies - this may all be available for any operations you plan against the alien threat. Do not fumble the early stages of our new relationship, and I will make it worth your while.

I thank you for the latest intelligence you have provided. This is exactly the type of relationship I hope to cultivate between us - you provide the information, and I spare as many soldaten as possible to act on it. However, I find that I must be more clear based on your previous request. Under no circumstance are you to act against Rheinland organizations, or inside Rheinland itself.

Make no mistake mein Herr, this is a red line which must not be crossed to maintain our newly cordial relations. I understand that this restriction may lead to some... unfortunate... consequences. But if you want any chance of legitimacy in the foreseeable future, you will tow this line. Report any suspected personnel to the MND or RM personnel on-scene, and do not engage unless given the green light by these same individuals. If none are present, watch and document, and then provide us with the information - we will do the rest.

Now, regarding this latest incursion. The situation in Thuringia has developed at an alarming rate. I have already re-organized our dispositions to cover this new threat axis. I have also indicated to my soldaten, unofficially, that Order personnel are to be treated with suspicion but not engaged outright. Naturally, they will assist you against the aliens, but otherwise, try to avoid RM forces wherever possible. If you are worried about pretenders, carefully scan the IFF which the transponder is squawking. My people will have unambiguous callsigns, while the Wild infiltrators will have corrupted data showing. Otherwise, use your best judgement, and my people will do the same.

Unfortunately there has been an incident with 2 pilots, one of yours and one of the Rheinwehr. Their names and ranks are Kapitan Eddy Müller and now demoted- Korporal Holger Lahm. Both seemed to fly out without orders to Nomad space and seemed a little too eager in discovering dark secrets in the Omicrons. We hereby may have found out information the Order did not wish to share with us in the first place. Oberkommando hereby deems it only right to share Lahm's report with you. As a sign of good intention, I offer Korporal Lahm as a temporary liason to the Order to at least partly make up for his mistakes. Should you see fit to his service. Perhaps the Edge Worlds can bring some common sense to this man.
